Illinois Senate President Wants Online Poker

The Illinois State Senate President suggested to the state’s legislators Tuesday that it may be time to look at legalizing and regulating online poker in the Land of Lincoln. With no states having intrastate online poker up and running yet, Sen. John Cullerton (D) wants Illinois to jump at the opportunity to be the online poker center of the United States.

Sen. Cullerton penned a letter to Governor Pat Quinn and the members of the Illinois General Assembly, urging them to pass a bill before the legislative session ends May 31st. Aside from competition with other states (namely Nevada, which may have intrastate online poker sites active by the end of the year), Sen. Cullerton fears the possibility of eventual federal regulation that could stop states from creating their own online gaming networks if they haven’t done so before legislation is passed.

Sen. Cullerton appears to have an understanding of online poker, writing, in part, “Certain forms of iGaming, especially poker, rely on large pools of potential players, and states that move swiftly to design a system that captures the widest audience of participants will have an advantage in terms of long-range success.”

As usual, not all of Sen. Cullerton’s colleagues are thrilled with the idea. Naturally, one of the opposition voices came from the Republican side of the aisle. Patty Schuh, spokeswoman for Senate Republican leader Christine Radogno, said, “If you allow Internet poker to be sanctioned by the state of Illinois, there are a whole lot of questions that need to be answered. Being first isn’t necessarily a good thing.”

Sen. Cullerton wishes to create an internet gaming division controlled by the Illinois Lottery, something that could make sense. Illinois was the first state to sell individual lottery tickets online, launching internet lottery sales on Sunday, March 25th. The timing was perfect for the Illinois Lottery, as that was the week of the $ 656 million Mega Millions jackpot, partially won by a Red Bud, Illinois family. While it has been reported that Illinois was the first state to allow internet sales of lottery tickets period, that is not the case. Some states, such as Minnesota and North Dakota, have been selling tickets online, but those tickets are only available in subscription form. That is, people must buy tickets in bulk, committing to recurring purchases for a certain length of time. Illinois appears to be the first state to allow its residents to by single tickets for any drawing, just as one would at a grocery store or gas station.

The first week of internet sales for the Illinois Lottery was a bit of a mixed bag. The timing was perfect, of course, with the record Mega Millions jackpot. With the launch on Sunday and the Mega Millions drawing on Friday night, sales of $ 425,000 were reported as of 3:00pm Thursday. Friday sales alone reached more than $ 247,000 by 4:00pm. But even the almost $ 700,000 total was fairly disappointing to lottery officials, as the big Mega Millions week made them anticipate much more. To top it off, the Illinois Lottery’s website went down for about half an hour on the day of the drawing.

THE FIGHT: No Change for Barton Bill, MGM Pushing Federal, Bwin Goes Tribal

No change in the Capitol Hill Co-Sponsor Count this week, BLUFFers. According to GovTrack.us, Texas Rep. Joe Barton’s Internet poker bill, H.R. 2366, has 30 supporters, while California Rep. John Campbell’s Internet gambling bill, H.R. 1174, remains close behind with 29.

On MGM Resorts’ first-quarter earnings presentation last week, Chief Executive Jim Murren told analysts that the company “continued to remain aggressively focused on pursuing federal legislation for online poker.” He also said that the company is “keenly aware” of state-level Internet gambling opportunities that it believes will “likely emerge.”

For now, those opportunities are limited to Nevada, where regulators are reviewing license applications for businesses angling to operate intrastate Internet poker, and to New Jersey and California, where Internet gambling legislation is pending.

Speaking of California, Bwin.Party Digital Entertainment this week announced a 10-year deal to supply the United Auburn Indian Community, one of the state’s leading tribal gaming operators, with Internet poker services. The deal will take effect once Internet poker is legalized there. Meanwhile, senior staffers on the California Senate Committee on Governmental Organization, where Internet gambling legislation is pending, told GamblingCompliance.com that that legislation, SB1463, will not be heard until after draft amendments are reviewed by powerful special interest groups with skin in the game.

Turning to New Jersey, state Sen. Ray Lesniak, a Democrat and the state’s leading Internet gambling proponent, this week accused Gov. Chris Christie, a Republican, of foot-dragging on the thorny issue of whether to legalize Internet gambling. Lesniak told The Philadelphia Inquirer that Christie, who has been tipped as Mitt Romney’s vice-presidential pick, fears that to legalize Internet gambling in the Garden State would be to alienate deep-pocketed GOP donors, including Sheldon Adelson, chairman of Las Vegas Sands and a staunch Internet gambling opponent.  Christie’s spokesman, Michael Drewniak, was quoted as saying: “Democrats criticize us for everything, so what else is new? I don’t feel the need to weigh in at this moment.”

Despite the testy exchange between Christie and Lesniak, Internet gambling legislation this week cleared the New Jersey Assembly Committee on Gaming and Regulatory Oversight in a 3-to-1 vote.  The bill, A2578, now awaits a floor vote. Lesniak’s companion bill in the state Senate, S1565, which cleared two committee votes in March and April, respectively, awaits same.

Adjusting Preflop Strategy for Loose Tables

A lot of the standard wisdom for preflop play in Texas holdem goes out the window when you’re at a table full of calling stations. You might run into these tables at live cash tables (especially at the low stakes or high-stakes deep stacked tables), in low buy in Sit and Go tournaments, or in tournaments with excessively deep stacks or re-buys.

So what advice changes? And what tips stay the same?

Let’s start with the basics of the situation: When you’re at a table with loose callers, that means:

  • More people will call your raises preflop
  • More people will continue on the flop against a bet with marginal holdings
  • The larger pot will draw in more weak hands on all streets
  • The hand is far more likely to go to showdown than a heads up hand

Keeping those four axioms in mind, our strategic adjustment becomes clear – raise with far fewer hands that need to bluff or semi-bluff post-flop to show a profit overall.  That means just limping behind with small pairs and other speculative hands.  It also means that big cards – especially suited and connected big cards – go way up in value.

Bluffing just doesn’t work against calling stations.  That means you just have to fold those speculative hands when you miss, which will be far more often than not.   Problem is, many players feel compelled to keep firing after they raise preflop – and those players are the ones who will empty their stack trying to get a loose-passive player to fold middle pair on a rag board and then shake their head in disgust while they reload.

So if you can’t play speculative hands, you’re left with the hands that will really do well against loose players: Big cards, especially suited and connected big cards.

Why?  Because of the value you can extract from calling stations who make the second best hand with pairs involving broadway cards and weak kickers, along with other set ups like flush over flush and straight over straight.  These are the ways that you make the most money from calling stations – by getting them to showdown with the second-best hand.
